okay, imma throw this question in this section too
i got a question from an ALT asking if JET (or CLAIR, i guess) offers any opportunities for JTEs to go abroad on a 留学 kind of thing?
i've never heard of anything like this before, and i'm pretty sure they don't, but does anyone have any info about how something like this may get organised?
i wonder if we could send JTEs with the students on a sister city thing

It is possible.
During the pre-departure dinner/party/reception at the Japanese embassy in DC, there was a bunch of JTEs in attendance. They had apparently just arrived in the US as part of a special program to do a homestay and study English at American universities for a few months. These were not young people but mid-career teachers who had apparently applied for this special program and got in. They all arrived in Washington for orientation but where then being scattered (seemingly at random) across the country.
Unfortunately I don't remember the name of it or the exact details. Maybe if there is another DC JET here they will know more about it.

Since you wrote JTEs, I assume you want to know about opportunities for teacher to go abroad specifially related to English, yes?
I have heard of REX by MEXT before, though I think this is only for Japanese language education. Sudachi Land has a system where they send over ONE teacher for a few years to teach Japanese.
EDIT: MEXT also does CLARINET, though I do not know anything about this.

in Hama we just started a new programme for JTEs to go to Malaysia to study English/cultural stuff. Don't know much about it cos I was excluded from the whole process... the ONE cir like job I could have done in my time here...

I asked at work and heard about the Hama program, perhaps other cities/BOEs are doing it on a smaller scale. Apparently there is a system where Japanese teachers can 休職 and go teach at a 日本人学校 abroad for a short period (3 years maybe?). Also you could see if embassies have info on training programs. I watch a group that posts info from the US embassy and there are a lot of programs I didn't know about (mostly for students though)

We now have an Italian exchange for music teachers?!? Some place that starts with BO? They are going for 10 days or something...
The person in charge came to me and was like 'I need to practice my English'

I don't think there would be anything music related in Bolzano. My only image of music in Bolzano is men in short pants yodelling. hue *stereotyping your own country*

Well, it's not abroad, per se, but the American Embassy is going to sponsor 25 JTEs to take a University of Oregon-sponsored course about teaching English to teens and pre-teens: connectusa.jp/upcoming/2015/0417_001261.html
