I shared my city's event to some groups on FB and the reach got to about 3k but only shows 30 people actually clicked on the event page (and just 5 people interested?)...hue. Makes me wonder if there will even be that much difference in outcome even if I do boost events and it reaches a lot of people. But this could also mean that my wording in advertising the event, and the photo I used were also just too boring to pull people's interests. hmm...orz

Boosting works best if the underlying event is popular. 3000 isn't bad for reach.
Did you personally share it with hulemdos, too? It's really helpful to have "superfans" who share your content with their networks. Sometimes boosting is a way to build the page audience so you find those people who will share future posts and events that you create. At any rate, keep doing your best to promote the page so that these people eventually find it (even with no budget).
It is a good idea to mix up photos and titles to try to increase interest. It took me about 2 years and a lot of frustration to figure out what I was doing and build a page with solid engagement.
