This topic came up today in my office and I thought I'd share it here to spark a discussion.
We offer consultation windows with various foreign language support in our office; foreigners (not limited to JETs) living in my city can come in to get advice about daily life issues and we also can help them do procedures at city hall.
I recently helped one foreign resident who was applying for a subsidy, as he said he lost his job due to Covid. After going to the appropriate window at city hall and helping him complete the subsidy application, he confided in me (in English) that he lied on the application in order to receive more money. He never lost his job, but just wanted to get the money because he had heard you don't have to repay it. The Japanese worker clearly didn't speak English and definitely didn't hear this.
Personally I wanted to report it immediately, but it was hard to speak up in the moment. My office also takes a strong stance of remaining a neutral, third party at all times; only interpret what is necessary and leave all personal feelings out of it. So in the end, I didn't report it.
What would you do in that situation? Where do you draw the line in ethical situations like this?

Wow, that's a doozy.
Personally, I think I would report it after the individual left. My reasoning is that I hate confrontation so I would not want to confront the person myself, but I would feel obligated to report it as a public servant.
If they are knowingly lying on forms to receive a government stipend, they are committing a crime.

Wow, that's a doozy. Personally, I think I would report it after the individual left. If they are knowingly lying on forms to receive a government stipend, they are committing a crime. I second this. Either you fit into the program category and then it's all good because it's legal. Otherwise, sorry. Thems the breaks. Edit: These sort of crimes can also affect the whole household too depending on what was being applied for.

Very good points.
I don't get why he thought it was a good idea to tell me that. I was kinda shocked that he would be so blatantly open about it.
I hope the situation doesn't come up again, but if it does I like the idea of reporting it after they leave

I hope the situation doesn't come up again, but if it does I like the idea of reporting it after they leave I think some people want your sympathy/guilt because they see you potentially as being on their side as a foreigner AND you are 'in the system'.

I would also have reported it after the fact.

Yeah I hope this situation doesn't happen again, but if it does, looks like it's best to report it afterwards

I’ve been in similar situations where people applying for stuff would say “should I just lie?” Like, why would you tell me, I didn’t need to know that? But I always tell them to just tell the truth because if they find out that they lied later it’s gonna suck for them

I hope they wouldn't want to deal with the hassle of getting caught and suffering legal consequences as a result
