Hi folks, my department is currently assisting with a sister city event that requires an MOU. Do you mind sharing which department/person/post(s) were responsible for creating the MOU at your CO? Were legal professionals consulted? If you or people you know were involved in the creation process, please share as much information as possible. Thank you very much!

Thank you very much! hello, my 国際課 where im still currently working was the one who spearheaded our sister state MOU and i was there for the signing ceremony! however, we also had our governor's office draft up a part of it, and then called in an american advisor who works with the governor and has more legal experience check the full draft. we also reached out to the sister state a couple times and asked them for advice edit: here's a general outline and excerpts of ours under the spoiler tag. please don't copy this verbatim! [Sister state/prefecture] (collectively, the signatories) have promoted extensive exchange and cooperation in various fields such as education, culture, and economy [background info on our sister state agreement] To formalize their mutual desire to deepen their bonds, the signatories entered into this Memorandum of Understanding (MOU), agreeing as follows: 1. The signatories will promote trade and economic exchanges by (examples)
2. The signatories will promote personnel exchange and human resource development by (examples)
3. The signatories will actively pursue exchanges in the field of tourism by (examples)
4. No funds are committed in this agreement. All commitments in this agreement are subject to the appropriation and availability of funds, which each signatory may determine in its sole discretion.
5. This MOU may terminate at any time when either signatory gives written notice to the other at least thirty (30) days in advance.
6. The signatories agree that, notwithstanding any other provision of this MOU, this MOU shall have no legal effect and does not impose any legally binding obligations on [state/prefecture]. None of the signatories shall be responsible for the actions of third parties who may participate in the activities outlined in this MOU.
This MOU will be prepared in Japanese and English, signed by representatives of (state/prefecture), with each governor having an original copy.

We had an MOU for a program with a sister city. Basically, it just states in writing the responsibilities of each party and money matters, etc. and ofc we showed the draft to the sister city before we finalized it.
