looking over the data, why are there no CIRs located in Tokyo, even though there are ALTs now there? I don't particularly wanna work in Tokyo, I was just curious hue

Generally speaking I think there are less JET Programme participants in places close to Tokyo, or in big cities like Osaka, Yokohama, etc. (not that there aren't any, but there are less). I think it's just easier for bigger places to attract international people on their own, so there is less need to rely on the JET Programme, which assigns JETs to places a lot of them have never even heard of, much less considered living/working in.

What snell said. Tokyo can very easily directly hire people to do CIR-like work. Inaka placements like mine would be hard-pressed to find someone if they weren't assigned to it.

There is a CIR in Tokyo and I met her! She is very sweet and the first person in her placement. I encouraged her to join the forums so perhaps she is lurking (I don't know)
Edit: There's also technically a CIR/CIRs in Kanagawa if I remember correctly but I don't have any connections there anymore. I think they're in a city besides Yokohama or Kawasaki but I don't really recall...

I have spoken with the Tokyo CIR at last April's PA conference so I can confirm that there is indeed at least one there, and I believe they told me that CLAIR was planning to add more to deal with all the newly arrived Tokyo ALTs. snell_mouse and CaptainSeery explained why there have been no Tokyo JET placements up until recently. Since the 2020 Olympics were announced, however, Tokyo has been making a push for people to learn English and as a result of that CLAIR created ALT positions within Tokyo proper for the first time in 2014. Something like 100+ ALTs were added. I know one that came with my group from Florida. Last August I think that number was doubled or tripled and I expect the same this year. Personally I'm against it in principle because I feel like Tokyo dominates Japan already. If CLAIR were to give people a choice, 90% of JETs would probably just go to Tokyo, Kyoto or Osaka and that's not only fair to the other regions (which could benefit much more from exposure to foreigners/English teachers), but it robs people of the chance to challenge themselves in a new location. I would never have chosen Okinawa if I had not been assigned here, but after a year and a half I can safely say there's nowhere else in Japan I'd rather be.

There's CIRs in Tokyo, and I think they even call the position "CIR" sometimes, but they're private hires, and sometimes part-time.

I don't think they will double or triple the amount of ALTs in Tokyo this year, what I heard was 150 in 2014 and then another 100 or 150 in 2015 but not that it would continue to increase in future years. My info may be outdated though.
I heard it was because the mayor of Tokyo went to a JET alumni event and was really KANDOd, and a lot of the ALTs are from the sister city New York.
Also while the point of JET is to get foreigners into the INAKA, it's not like CLAIR can say no if a big city wants JETs... they're just the ones who liaison :/ Besides, they'll send everyone to 東尻ふぁck anyway...
