Hey'all
I kind of posted this in the Motivation thread, but where are all the prefectural-level CIRs at? I've been dealing with a lot of red tape BS (to the extent that I don't even know why they have me here in the first place, since they won't let me do anything), stuff like "You can't do a movie night because we might have copyright issues" and "You can't do XX because you represent the prefecture and if something goes wrong, it'll be shit on our end" etc. I'm pretty sure not every prefectural CIR has this though...
What kind of obstacles have you had and what kind of successes have you had? I'm fishing for ideas, since I don't have as much flexibility as a smaller 自治体 CIR.

Helloooo! I am SHIREITOSHI CIR which is almost like a KEN CIR really in terms of the money they have and yeah, red tape (aka not small town 自治体)
Basically, I had a lot of trouble doing stuff because of red tape like "lel you are not a 国際部 CIR so no. Because you are in tourism so pls do only tourism related things" which was stupid because there is not much a foreigner can do in a GOVERNMENTAL tourism department that refuses to change the way it does things - ANYWAY.
From my limited knowledge, most KEN - if not all - CIRs have an attached international organization am I right? Is it not possible to organize something via that international organization?
Otherwise, you have to do small scale stuff that do not involve the SHIMIN yet. Create a cultural awareness or language class for the SHOKUIN in your entire department etc.
You can also try to do things that are online like finding flaws in their present 英語 systems (like websites etc) and observing that you can translate. If they don't already have one, look up number of foreigners living in the KEN/visiting the KEN for tourism and use it as a justification to create one etc.
Sometimes, if there is too much red tape, you may have to realize that you cannot do what smaller area CIRs do and work on doing other things. I had to give up seminars and school visits which I tend to like and maybe time has worn me down but it can work out.

Not too far from you Miyagi has 3 and I believe Fukushima has 2. Maybe try them on the CIR Facebook group or find them in the database.
