Recently my Intl Relations Department and CIRs in other locations have been receiving requests from "media partners" of (primarily) US publications such as
Newsweek,
Forbes, and
Foreign Affairs for interviews with their mayors, governors, or other high-ranking officials. They send a press kit, official documents, letters of introduction, and other documents the yakusho love, and will arrange for an interview. They might be doing a "Japan Special" or "Spotlight on Japanese businesses and policies" or similar.
Their actual purpose is to sell advertising space in the form of advertorials 記事体広告 promoting your city, etc. for
tens of thousands of dollars. I've heard this happening to contacts working at international departments of universities and private companies in Japan as well. While it may sound like a great opportunity to promote your local government in a US publication, it is really just an underhanded scam. They will try and corner whoever is in charge of the organization and pressure them to buy ad space. They won't mention it until they finish the interview, either.
There are dozens of these companies that say they are a "media partner" with reputable organizations. This is true, because they are just paying to advertise in them. The ones I have heard of are Globus Vision, GMI Post, and Global Media. They are legion, for they are many.
My organization was making arrangements for this without me knowing but I stepped in with my Captain America shield and threw it like a frisbee at our fax machine.
If you get one of these requests tell your supervisor or whoever that it's from a 広告代理店 and
trash it proceed with department-wide 決裁 asking for permission to ignore the request but properly file it in the appropriate binder.
