I'm posting this on a guest account for anonymity's sake.
I am at the end of my wits here with my job as a CIR in a small town 役所. At the start of the fiscal year we broke our contract with our 国際交流協会 because of something like organizational differences? I don't even know. Anyways, they provided us with 30万 a year in funding to do children's events and other international exchange activities.
Since then, our budget has become much smaller and spending much stricter. I am trying to do events once a month (as we did under our contract with the exchange association) but the schedules of everyone else in my section trump these events, so I can't get people to come for support/supervision of the participants, who are usually elementary school-aged children.
I don't do translation or interpretation, since all of it is done through professionally contracted companies. The few translation and interpretation requests we do get are handed off to my Japanese co-worker first.
I don't do school visits because there are no requests and apparently we aren't allowed to advertise it as a service. The few times I have proposed an idea, my supervisor and/or co-workers say that the schools are too busy take on such a project. The same has happened with a speech contest which I had prepared at the end of last year, which was canceled twice because they were worried about creating such a "big" project.
I don't do 英会話 because they say that weird/creepy will come, it's hard to plan to do something like that on a regular basis, people will stop coming partway through the series of lessons, etc...
Most recently I planned a 2-hour lecture with panel discussion on the topic of study abroad / working holiday / other ways to gain practical experience going abroad. I had consulted my co-workers, chosen the lecturers and consulted with them in advance... but then when I formally proposed the idea in a more formal 打ち合わせ everyone rejected it and said we couldn't do it even if the lecturers volunteered, with the stated reason for rejection being that they "felt bad having someone come to an event on the weekend."
I have been here for a year just writing 企画書 and getting rejected. For almost three weeks I have been coming to work and sitting at my desk, browsing news sites, and thinking of something to make myself useful. I have zero day-to-day responsibility. Even when the situation was broached with my co-workers about not being allowed to do "normal" CIR activities, they just said that our city is not typical of all cities and that I should understand that I can't do everything I want to.
Please, please, please if anyone has suggestions about how I can improve my working situation I would really enjoy it.

honestly the fundamental problems seems to be the attitude of your coworkers, from the description it sounds that they are just rejecting all of your ideas without giving you new ones for yourself, so unless there's some special reason for that I sympathize.
