This is a really specific inquiry, but I thought maybe some of you who work with American bases (or in my case an American military communications site) might possibly offer some insight?
I have been requested to translate a document that parents are required to fill out in the process of getting their kids into any of my city's 保育所/幼稚園. The document itself is pretty straightforward (name, occupation, reason childcare is necessary, etc.) but I was asked to append it with a request for the applicant to submit written documentation of their household income. The reason they need this information is because the tuition at all of our institutions is scaled based on the salary of the applicant, and it has been made clear to me that without this information they have no way of issuing a tuition amount and therefore cannot accept the applicant's child into any of the preschools or kindergartens in the city.
In my city it seems that if the applicant is employed by a Japanese employer in JPY, the 市役所 can access a document detailing the applicant's 収入 so this isn't usually a problem, but since all military personnel are paid by the US Government in USD, the city office has no way of accessing that information. It is therefore necessary for the applicant to submit a second document along with the application form that serves as an official statement of yearly income.
My supervisor and I are scouring the internet for other municipalities that require this document. We are hoping to find places that have more information on exactly what it is and how American applicants from the military communications site can access it, but have yet to come up with anything.
SO my question is, has anyone else had any experiences similar to this? My current plan is to include a section at the end of the application that basically says what I wrote here, but I wonder if that will be sufficient information for any potential applicants? Does anybody know if there is an official document that the applicant's employer (i.e. the American military/gov't) can issue?
