Hmm not sure if this will help, but maybe you can check if there are any art pieces from Nagano already in your home country and whether they will be willing to loan it out?
That way shipping costs will probably be cheaper too, and also easier to coordinate.
Also I think you should talk to your supervisor and hosa again to come up with at least a potential outline or a budget that the gallery might need to sponsor? Because you are essentially asking for sponsorship and they aren't willing to agree to something without seeing a plan. I guess you don't have to talk to groups or ask artists you are interested in yet but you can say that you are planning to ask these artists and whether the art gallery also have anyone they wanna recommend? And probably the art gallery wants some recognition for their work too...
