"Certificate of Seal Impression"
This document hereby certifies that jitenshaa is fully able to make a convincing impression of a seal. This document may be used as proof in settling any disputes which may arise from individual interpretations of what constitutes a "convincing seal impression."

Mhh... my mother language is not English, but in this case I'm very curious. "Certificate of Seal Impression" sounds a little strange to me too. I just started my work as a CIR and I'm still not really an expert about it, but shouldn't the 印鑑証明書 be a "Certificate of Seal Registration"? Is it correct?

Found this link (http://www.mhlw.go.jp/toukei/itiran/eiyaku.html) from the Ministry of Health, Labour, and Welfare that lists official-looking English names for various government surveys. Not exactly document names but I thought it was close enough for this thread.
(...currently translating a document that mentions 出生動向基本調査 which is apparently the National Fertility Survey. Who knew?)
